Startup Grants in Spain for an MVP: ENISA, Neotec and Kit Digital
Three national schemes come up for early-stage founders in Spain: ENISA's participative loans, CDTI's Neotec grant for young technology companies, and Kit Digital, the voucher programme for SME websites and digital tools. As of 20 October 2026, only ENISA is taking applications. Neotec's 2026 call closed in May, and Kit Digital's last calls closed on 31 October 2025. So the money that can realistically fund an MVP build today is an ENISA loan, matched by your own funds, plus whatever your region offers.
This page sets out each scheme from its official rules, then answers the question most guides skip: whether the money can pay an outside development team, or one outside Spain. It is orientation, not financial or legal advice. For the other countries, see the European MVP funding hub, and for programmes run from Brussels, EU funding for startups.

ENISA: participative loans for startups and SMEs
ENISA, the state company for innovative SME finance, lends through participative loans: the interest partly depends on how well the company does, and the loan ranks behind ordinary debt. Its older lines (Jóvenes Emprendedores, Emprendedores and Crecimiento) are described on ENISA's own site as lines from before 2025. The current general line is "Startups y pymes", alongside several sector lines.
Terms, according to the line's page:
- Amount: €25,000 to €1,500,000. "No se requieren garantías reales ni personales" (no real or personal guarantees are required).
- Interest: variable, in two tranches. The first is 12-month Euribor plus a margin; the second depends on your company's financial return. ENISA does not publish the exact margins. An opening fee of 0.5% applies.
- Term and grace: up to seven years, repaid quarterly, with up to two years' grace on principal.
Eligibility. The company must be "constituida legalmente en España, con personalidad jurídica propia y domicilio fiscal en territorio nacional" (legally incorporated in Spain, with its own legal personality and its tax domicile in Spain), and be an SME with fewer than 250 employees and turnover under €50 million. Any sector qualifies except real estate and finance. You need an innovative model with clear competitive advantages, a solid business plan, and last year's accounts filed at the Registro Mercantil (audited above €300,000). The help centre says ENISA can only finance companies already incorporated.
Match funding. This is the condition that shapes your budget: "tus fondos propios deben ser, como mínimo, iguales a la cuantía del préstamo que solicites" (your own funds must be at least equal to the loan you request). The help centre says capital and share-premium contributions made in the current year count in full.
Eligible costs. The loan must go "exclusivamente a la ejecución del plan de negocio presentado" (exclusively to carrying out the business plan you submitted). ENISA does not publish a list of eligible expense types.
Process and timing. Apply online through ENISA's client portal. No call window or deadline is shown on the page. ENISA says it answers in under two months; its help centre says about 60 days from a complete file.
What it means for an MVP. ENISA is the one national scheme open today that could pay for a build, as part of a wider business plan. A €25,000 loan needs €25,000 of your own funds alongside it, so in practice it suits founders who have already raised or put in capital.
CDTI Neotec: grants for young technology companies
Status: closed. The 2026 call (Resolución de 6 de abril de 2026) took applications from 14 April to 14 May 2026 at 12:00, through CDTI's electronic office. We found no official 2027 call.
Who could apply (articles 3 and 4 of the call): small companies with tax residence in Spain, incorporated no more than three years before the deadline and at least six months old at it, with at least €20,000 of share capital (or capital plus share premium) fully paid up. Companies that are listed, have distributed profits or have had Neotec before are excluded.
The exclusion that matters to software founders. Article 2.2 says projects "cuyo modelo de negocio se base primordialmente en servicios a terceros, sin desarrollo de tecnología propia" (whose business model rests mainly on services to third parties, without developing their own technology) do not fit. Neotec funds companies building their own technology.
Amounts. Up to 70% of the eligible budget, to a maximum of €250,000, or up to 85% and €325,000 if at least one PhD holder is hired, plus up to €18,300 for compulsory training. The project budget must be between €175,000 and €750,000. Projects funded in 2026 start on 1 January 2027 and run to the end of 2027 or 2028.
Eligible costs (article 7): fixed assets, staff (capped at €45 an hour), materials, "costes de contratación de servicios externos y subcontrataciones" (external services and subcontracting), rent, licences, patents, promotion and training. Application-preparation costs are not eligible.
Quotes. Above the threshold for minor public contracts, which the 2026 FAQ puts at €15,000, the company must obtain "tres ofertas de diferentes proveedores" (three offers from different suppliers) before committing, or justify a single supplier.
What it means for an MVP. Neotec is a serious option for a technology startup with a €175,000-plus plan, and the next call is worth watching. Its timeline does not fit a quick MVP: a 2026 applicant could not start funded work until January 2027.
Kit Digital: website and e-commerce vouchers
Status: closed. Acelerapyme states: "Las convocatorias del Programa Kit Digital han finalizado" (the Kit Digital calls have ended). Red.es announced that the last two calls closed to applications on 31 October 2025. The calls page shows the earlier segments closing at the end of 2024 and mid-2025. A fifth amendment to the rules, Orden TDF/39/2026, lets Red.es reuse unspent funds and make new offers to applications that had been turned down for lack of budget. It does not reopen applications.
What it paid. Bonos by size segment, from €3,000 for businesses with fewer than three employees to €29,000 for those with 50 to 249, according to Acelerapyme. Within that, the "Sitio web y presencia básica en internet" solution was worth up to €2,000 and "Comercio electrónico" up to €5,000.
How suppliers worked. This is the part founders ask about. Only registered agentes digitalizadores could deliver the subsidised solutions. Under article 10.2 of Orden ETD/1498/2021, only adhered agentes "podrán prestar las soluciones de digitalización objeto de subvención" (may provide the subsidised digital solutions). The beneficiary signed a solution agreement with an agente and paid by assigning the bono to it. A business could not use an unregistered supplier and claim the voucher.
Who could be an agente. Under article 10 of the order:
- a company within the EU definition of an enterprise;
- with turnover of at least €100,000 over the previous two years, or €50,000 in the previous year, in similar projects (€70,000 or €35,000 for self-employed people with no staff), and "la facturación que se acredite deberá corresponder al mercado español" (the turnover shown must come from the Spanish market);
- up to date with tax and Social Security, and not a company in difficulty;
- committed to "mantener su domicilio fiscal y centro de prestación de las actividades objeto de subvención en la Unión Europea" (keep its tax domicile and service-delivery centre in the European Union), and to create in Spain the jobs needed.
The Red.es adhesion notice sets out how an agente with its tax domicile in another EU country proves it, with a sworn translation into Spanish. So a non-Spanish EU company could be an agente; a company outside the EU could not.
Kit Consulting
Also closed. Acelerapyme marks it as finished, and Red.es gave 31 March 2025 as the deadline. It paid consultancy bonos of €12,000 to €24,000 to SMEs with 10 to 249 employees, so it was never aimed at idea-stage founders.
Regional programmes
Each autonomous community has its own agency, and some run startup grants that are larger than the national vouchers. Two examples:
- Catalonia, ACCIÓ Startup Capital. A non-repayable grant of up to €99,000 plus €1,000 for mentoring, covering 75% of an eligible budget of at least €135,000, for companies incorporated in Catalonia no more than 18 months old. The programme page says the call is closed ("La convocatòria està tancada"), with no reopening date.
- Valencia, IVACE. Its current aid list shows what is open in the Comunitat Valenciana.
Regional programmes usually require the company to be registered or operating in the region, and each sets its own eligible costs and supplier rules. Read the bases of the specific call.
Can this money pay an outside development team, or one in another country?
Scheme by scheme, from what the official rules say:
- ENISA. The loan must go to carrying out your business plan. The official guidance does not say anything about external suppliers or where they are located. If outside development is a large part of your plan, show it clearly in the plan and ask ENISA before you commit.
- CDTI Neotec (closed). External services and subcontracting are eligible, with limits. Subcontracting "podrá alcanzar hasta el porcentaje máximo del 50 por ciento del presupuesto financiable" (may reach at most 50% of the fundable budget, article 8.2). Subcontractors must be up to date with their tax and Social Security obligations (8.4). Contracts above 20% of the grant and €60,000 must be in writing and authorised (8.5), and related parties need CDTI's prior authorisation (8.6). Purchases above €15,000 need three quotes. The call sets no rule on where a subcontractor must be located. It does not say how a supplier outside Spain shows it is up to date with tax and Social Security, so ask CDTI before you rely on a foreign subcontractor.
- Kit Digital (closed). Only registered agentes digitalizadores could be paid, and an agente had to keep its tax domicile and delivery centre in the EU, with turnover from the Spanish market. A supplier outside the EU could not take part.
- Regional programmes. These vary. Where a call is silent, ask the regional agency that runs it.
About us. Easify invoices in euros from its registered entity in India, so for a Spanish company we are a supplier outside Spain and outside the EU, and the reverse charge normally applies for VAT. We are not, and could not be, a Kit Digital agente. Under Neotec's rules as written, an outside subcontractor's location is not restricted, but the 50% cap applies, and your own team would need to be building the core technology. If a scheme you apply to requires a Spanish or EU supplier, we do not qualify, and you should know that before you sign anything.
How to plan your MVP budget around it
- Check timing before you spend. ENISA's money is for the business plan you submit, and Neotec's funded period starts after the award. Do not assume you can claim costs you incurred before applying; confirm with the programme.
- Have your own funds in place. ENISA asks for own funds at least equal to the loan. Plan the MVP so the first version fits what you can put in yourself.
- Get quotes and a written scope. Neotec asks for three quotes above €15,000, and any lender or grant body will want to see what you are buying. A scope document with deliverables, a timeline and a fixed price makes quotes comparable and a plan credible. Our €900 MVP Scoping Sprint produces exactly that, and the €900 is credited against the build if you build with us. That is general advice: no Spanish scheme requires or accepts our document specifically.
- Compare like with like. Our 12 questions for choosing an MVP agency help you line up quotes on the same scope.
- Size version one honestly. Our MVPs typically cost €5,000 to €25,000 over four to twelve weeks; MVP costs in Europe explains what moves the price.
Products we build are deployed to EU data-centre regions. Our engineering team is in India, so describe that accurately in your privacy notice.
